This is what my hired-gun welder tried, but it did not work.  While researching this beforehand I found the technique even works on bolts/studs broken off flush.  What you do in that case is find a washer with a hole just slightly smaller than the bolt diameter and weld right in the center so washer is welded to end of bolt, then weld a nut onto that washer to give you something to turn.  I was really excited at the prospect of one of these methods working, but alas...

I console myself now for the time and effort and extra expense by reflecting on how much I learned.  Yeah.
