Thanks to the advice from the list I installed a new cat, changed the oil and put in a higher octane fuel. I don't know which things altered which readings except of course the NO reading. The honeycomb inside the old cat had completely disintegrated.

Here are the first (fail) readings and the new (pass) readings.
