In the past I've had complete FI systems for sale.
They sold complete for about $225.00 but I haven't come across any full
systems in a long time.
Best shot is to find a donor van to get the system and fill in from list
members on the necessary missing parts.
FI Parts I have are at this site:

Subject: WTB: Complete Fuel injection system for 1982 Vanagon
Hi Volks,
Winter is now looming somewhere off in the distance, and I'm thinking
that my Dad's 1982 Vanagon work truck would be much happier running
L-Jet fuel injection than the dual weber carbs it's wearing now. The
lack of choke on the webers makes cold starts awkward starting in
November and they get to be a serious PITA from December through to
mid-march.
I need EVERYTHING:
Fuel pump
Injectors
Fuel Rail
Air Box
S-Pipe
ECU
Double-Relay
Resistor Pack
Wiring Harness
AFM
Cold-start injector
Thermal time switch
Various required vacuum hoses.
We'll be sourcing our own fuel hose and clamps locally through
www.GermanSupply.com.
It'd probably be cheaper to buy another bus than to try and pick up all
the parts piecemeal, but it can't hurt to ask, right? And there just
aren't very many aircooled vanagons being parted out up here... at
least none that I know of. If someone is interested in swapping for a
pair of webers and an electric fuel pump, we would be happy to pick up
the tab for shipping.
Happy trails,
Greg Potts
