The fan only comes on when the ambient is warm enough and the condensor fin temperature on the back triggers the bi-metal switch. You want to place your ear next to the vent on the left side of the stove/fridge cabinet on a hot day. If you never hear it run you should consider pulling the fridge to check as it may be dead long ago.
