Leon, Having had several clutch slave cylinder failures that made the clutch engage like the one you describe, I'd say no. Even with a clutch that would only become operational after substantial pumping, engine power was fine once the van was in gear. BTDT in the last week twice as the supposedly good used one from the basement used to replace a relatively new one actually wasn't so good after all. Rebled it and am limping while waiting for a new one to arrive from a list vendor - hopefully today. Either the master or slave is bad and needs replacing - pmail if you need info on this job from the archives - I have it. I am getting pretty good at this job, having now done it 5 times. But the low power is most likely from some other problem. Search the archives for lots of negative feedback on GEX engines, IIRC. But it still might be some of the usual ignition, fuel injection system issues.
