Unfortunately the problem is not caused by anything you can see from above.
The bottom pivot of the window vent is retained by a one-hole clip within the
void of the door.  This clip puts drag on movement of the vent window.  All it
takes to increase the drag is to tighten the solitary phillips head screw
which is holding the clip.  The problem is getting to the screw to tighten it.  A
dedicated right angle driver with an EXTREMELY short short-arm can be used,
but it probably is easier to remove the vent window frame entirely.  The one
time I tightened the pivot screw in place, I recall brazing the very tip of a
philips driver into a hole at the end of some 1/8" flat stock.  The philips tip
stood only about 1/4" proud of the flat stock and still, with the limited
swing possible and working blind, it is something I will not do again.
