On the surface this may seems to be the case. Sure, if you open the burnner assembly the flame will tilt 8 degrees due to gravity. However when the burner is assembled the combustion air circulation design of the burner assembly will be such that the airstream will direct the flame to the flue pipe.

Did you take the photo with the burner assembly assembled and the flue pipe connected?
