Sure. Take the hole bumper carrier off instead. On vanagons you can get at the bolts that hold the rear bumper carrier on, very easily. On most vanagons there should be two bolts on either side (some may have 3 on each side). These bolts are in the wheel wells and easily accessed. Once the bolts are removed, you should be able to slide the carrier backwards. If you so desire, you don't have to pull it out entirely, just enough to get easy access at the other bolts.
