Gerald is correct, the 3 screws only hold the faucet to the sink. And 'yes' it may be time for a new faucet, try GoWesty.com. IIWY, I'd unscrew the 3 screws, pull out the faucet, and take a look at it, play with it etc. Be careful the nipples on the underside are very fragile and you may break them off.
