Actually there are some older US vehicles that the replacement bushings were tacked in. the originals werent but the replacements were. It may have to do with the comparative hardness of the bushing vs the holding section. Once a fitting is loose enough it could start deforming the holding section of the bushing. This often happens with VW that used the bushed starters with the softer aluminum transmission housings like the old bugs.
