As I understand it, it's just like it was in the old days, before they enacted the (sensible) exemption for cars more than 25 years old. There are no actual smog standards for a 30 year old car because they didn't HAVE any back then, so they only thing they're testing for is gross polluters. You know, the guys driving around in mis-tuned chevys spewing exhaust fumes so rich in unburnt fuel that they could power two Honda Civics at 60MPH. Not that catching those guys and making them tune up their cars properly would have even a miniscule effect on pollution; spilled gasoline at gas stations is a much bigger polluter than untuned classic cars. It's just the state wanting EVERYONE to be equally unhappy, I guess. :)
