Vacuum leaks are absolutely the most likely culprit!

If the problem still persists after eliminating any and all air leaks, check the idle switch on the throttle assembly. I dunno about the later vans, but on my '85, if the ECU doesn't get the "throttle is closed" signal from this switch, the engine idles high.
