POR 15 will not stop water from coming from BEHIND...which is where your seam rust originates..the cracks/seams INSIDE your wheelwells/body cavities.. out of sight.. NO coating or treatment whatsoever will stop seam rust if you dont stop its SOURCE.

POR-15's claim to fame is that it's an epoxy based coating - and it takes longer to break down (doesnt crack, peel, etc). as long as the ferrous surface it's applied to, is COMPLETELY sealed (from behind, and all sides) the coating wont break down and allow water permeation thru the coating.

You can sand, prime, treat, POR-15, paint, whatever all you want on the surface - as long as the crack isnt sealed from behind, the rust will always return. out of sight - out of control..
