In Germany, apparently you can retro fit a catalytic converter and save money on the registration. I've seen them for diesel Vanagons on Ebay Deutschland. Apparently more of a carrott approach there. Al Brase 69 double cab, 1 smoky, oil burning 82 Vanagon
