If I had fuel pump problems before, I did not know about them.  Last year, installed new pump when installed new long block.  Over teh past eight months or so, I have been getting what I think is fuel pump whine.  Don't hear it for the first few seconds the engine is on in the morning, then it starts getting louder.  During the past week, I can even hear differences in amplitude when I start accelerating from a stop.  I am assuming noise is from fuel pump as nothing else on a Vanagon would move at the high a frequency.  I have changed fuel filter twice since the noise began.  Filters were not obviously dirty.

Does the whine mean that the pump is not getting enough fuel?

A bad gas tank will cause this problem.  Check your filter for debris.
