That way you include the wire-to-terminal, terminal-to-terminal connections
on both sides of sender, plus the ground connection.  If all is good, no
need to test separately.  Also provides minimum disturbance which might
temporarily fix an intermittent.

Ohmmeter test could work same way, actually.  But the real bottom line is
what voltage the ECU sees, regardless how it got that way.  If it's right
you're happy.  If not you get to slice and dice.
