I would think that the fluid would distribute itself so as to balance the VC. Years ago, whenever I changed my own bike tires, I would dump in a bottle of some liquid stuff which was meant to balance the tire. Also, I have a commercial, front loading washing machine at home. These machines are not just plopped into place, but they require substantial anchors because of the tremendous vibrational loading caused by the imbalance during a spin cycle. If the spin cycle is operated with only water in the drum, it sits there humming away as smoothly as a German sewing machine.

Anyway, aren't VC's filled to the brim with no air space? If you have a high speed machine available to you, you could try spinning it in an engine lathe. For this a machine with infinitely adjustable speed control would be nice, but even a gear head machine should allow you to detect a vibration as it winds up.
