If your vehicle runs worse on less fuel pressure I would suspect a clog. I don't know if Vanagon gas tanks are the same but its fairly common for earlier VWs to come up with these symptoms and it turns out that the metal sock in the fuel tank that is supposed to prevent crud from getting into the fuel line has crumbled into bits. The vehicle will run fairly well for awhile until crud gets sucked over the outlet hole. As soon as the engine stops the suction goes away and the crud floats away until the next time you try to drive it.
