Condensation is a natural in any fuel system. Pour a few ounces of alcohol (methyl hydrate, isopropanol) into your tank every few tankfuls. It will "absorb" the water, hold it in suspension and "burn" it off through the engine. As to getting it going again, pull all the plugs the afm and anything else that will allow air to circulate in the engine and give it enough time to evaporate.
