Considering the great shape of the rest of the van, I'd like to somehow make the panel situation better. Perhaps someone else on this list has faced this problem before and found a good solution?

Lucas, I have encounter this problem many times and this is what I do. R emove all the panel covering using a heat gun. Leave the glue on the surface of the panels for texture. Take a piece of the removed covering to your home renovation centre and get them to mix a quart of good quality water based household wall paint to match. Apply with a small paint roller as much as possible using at least two coats. Areas not accessible with the roller can be painted by brush but you may see the brush marks. You will have the panels looking as close to original as possible without the covering peeling off again.
