I suspect that the california system is what was being discussed as it is used as the starting point for many. What was planned was a base number of vehicles would be checked as a percentage of the population of vehicles. The computer would go down a list that had been randomly set up. It would then go down the line selecting vehicles jumping over exempts. It was noted by the group think tanking it that if they set their goal for 10 percent they would actually be testing twenty percent of eligible vehicles. Roughly half of the vehicles in the discussed zone were either fuels exempt, class exempt, classic plated, or under 5 years old. Since they would be testing such a large percentage they dropped that idea to the back burner and went back to discussing the entire front range area as a air zone but I donΉt know where that is now as no new notices are up anywhere. That worries me as the current system I believe is up for review by the legislature soon.
