The japanese gvt took offense to that companies strategy and probably played more at the relabeling afterwards than the US with no real system in place did. At that time is when a company there was exporting heads for bugs to the US as well, but they were in boxes reading US. A US company had contracted them and was boxing them as if they were made in USA. Boy were they crap.
