Calle,

Steve O. from Australia answered this correctly. It is the Type 815 Country Buggy originally desgined for the Australian Army. None were ever delivered to the army. Instead a small number was produced for domestic consumptions and later additonoal ones made for some Southeast Asian Markets. I found a few during my search for a fabricators for Vanagon (T3) custom bumpers.
