Run some software called "Stumbler", as you drive around it lists all access points found and will even speak them to you. It should tell you if the AP is "WEP protected", if it's not protected it's open to the public. I find that about 20% of them are open. If you have GPS it will even list the geographic location of the signal. This solution works well in town, but when on the open road is obviously useless. The trick is to scan for WiFi while driving around anyway, and do your internet opportunistically. After a while you get good at it.
