Turns out it is a federal violation to sell any cat that is not accompanied by a certification and used cats must be tested to prove they work.

As for a cat with 90k on it, it is basically not cleanable by any method available to anything but a big chemical concern. Also a cat with 90k on it is probably coming close to the end of its life span. They are mandatory warrantee for 5 years or 50k whichever comes first (for the shell and physical) and 25k miles for the internals.

After 1995 the standard was changed to 8 years and 80k for oem but not for aftermarket.
