Most wiper motors have at least two speeds and the delay action feature. I'd explore the ground and wiggle the wire plugged into both the steering column connection and into the motor behind your glove box. Could just be something loose that will eventually fry your motor. You'll know because of the burning field coils on your wiper motor.

Are slow moving wipers just part of how it works, or is my motor going to die, or slowly dying?

Even on the fast setting, its not moving much.
