I did reattach is a few times. But it is a slow job and dirty. You would have to take out all the steal from the inside, then clean it very well, wash and dry, wipe off before glueing onto the pop top. Apply glue on both sides of the top (inside and out), hold it on with laundry clips. Make sure it is straight. You cant straighten it after the glue is harder. Use that universal glue that is good for all kind of things. I can imagine to use some gluey calk too and pull off the excess when dried. There was one seal I have done ten yeas ago and it is still great. Water does not go in there and even if it did would not matter, there is no steel in there.
