If the rubber is loaded with dirt, dirt, grim, and oil it should be replaced, especially after 20 years. The CV bolts can be replaced with regular allen socket screws, just make sure they are grade 12.9. Most CV boot kits come with new hardware. The 12 points are less likely to strip out.
