I've dealt with the crumbling speedometer housing issue by taping up the corners with clear tape to make a "form" for epoxy to be pured in and fill. Use clear heavy-duty packing tape so you can see what you're doing, and filling the corners with epoxy. Put it on carefuly and shape it so you get volume where you need it. The corners can then be drilled out for the screws that hold the back on.

It worked really well for me, I've had to do it on both the 83 and 90. summers get really hot around here, I think that's the problem.
