Maybe you have wimpy moth balls. :<)

Moth balls will even work on Baltimore City rats and squirrels. BTDT I have never tried them on mice in the van myself, but others have reported success with protecting their vans this way. They have to be placed in the proper locations in the van or the building and in sufficient quantities to create enough of the objectionable odor.

Moth balls slowly evaporate. They are highly poisonous IIRC so I doubt anything is eating them. You have to check them periodically to replace them before they completely evaporate. Moth balls are also recommended by rodent removal experts with the caveat that you have to be sure to keep the supply up.

Rodents will usually come back to a place once the intense smell is gone. It isn't a one time application.
