Well, I guess I just wasn't waiting long enough or had to rev the engine up and hold it to get the O2 sensor hot enough to start working.  Seems to be working fine now.  Thanks for those who gave suggestions.  I did try them and determined that the computer was working properly.  I now have this information filed with the Vanagon stuff.
