If the  coolant is unused and unmixed it has a very long shelf life.  Once
mixed or in an engine the standard type coolant should be replaced every two
years even in an idle system and the long life stuff should be replaced
every five even if in an idle system.  Coolant is permitted down the
household drain in most communities in noncommercial quantities.  It is not
permitted down the storm drains.
