That fact that he is selling the vehicle as a "parts car" probably covers him from a legal standpoint. I'm sure that whatever bill of sale he provides clearly states that the vehicle is being sold for parts only. What the new owner does with it is up to them.

What bothers me is that he provides no warning as to what kind of problems the buyer is facing upon purchase. Shady little comments like, "we have not got around to restoring it yet" and, "too many projects on hand" are misleading.

I sent him mail yesterday asking about importation documents and what's been done and he has yet to respond and I'll bet he doesn't respond.

Still watching the auction though...

This guy is fairly well-known on the yahoo! diesel list, helpful there and so forth, a lot of people have bought parts and engines from him with no complaints I know about.
