Try some heat.

If all else fails, I have used a head stud puller to attach to hex bolts before.

I must agree with Dennis's approach, welding on to the bolts will make removing them much easier.

I might try hitting it with a propane torch and hammering in a bigger 12-pt, add some curses if the kids are out of earshot....
