Disconnect your O2 sensor and see if it still has the problem. Do you think the exhaust is rich? You can also try and put a digital voltmeter on the O2 sensor output with the sensor disconnected from the ECU. Voltage should be around 0.45VDC.

On an 83.5 digijet, I would check the throttle switches. There's two switches that tell the position of closed throttle and WOT. I don't know what you would have on the 86 and older models.
