Joe,

A Vanagon with powersteering has the tierod ends mounted further on the steering knuckle (AKA suspension upright) than a manual-steering van. This is done to more effectively use the mechanical advantage afforded by a PS rack.

The simple answer to your question is, your unpowered PS rack will be more difficult to turn than a manual-steering rack when mounted in the same van in the same position.
