I had a similar problem and when I would check for battery voltage at the tail light with the brake pedal depressed, I would have 12-vdc at the lamp socket, but the lights would still not come on. Check in the black box in the upper front right corner of the engine compartment. There should be an 8-pin round connector inside that the wiring for the rear lighting passes through. I found that the connector for the brake circuit had corroded due to heat. I ended up both the pin and socket and putting some electrical contact protector on it when I re-assembled it.
