The reason is that the vanagon has two high points that need to be vented to the vapor trapping expansion jugs. There the vapor will condense back to liquid and flow back down the tank through one of the two lines at the bottom. The top valve I believe feeds the charcoal cannister. There is also two vent lines that come from the hump areas that go to the tank filler vent tube.
