Your 39 mpg strains credulity to say the least. Those numbers are close to what the same vintage Golf/Jetta 1.6NA models do with much less weight and wind resistance. I suspect measurement errors or a lot of tail winds on the test run. My family and friends have owned a lot of VW diesels and we still have 6 running diesel Vanagons, some passenger models, some Westys, and an ASI Camper. All had 1.6NAs when we got them, none got or get much over 30, more often high 20s. The 2 now 1.9TD equipped ones get mid 20s driven moderately and lower 20s at 70+ mph. A couple with 1.6TD did better but still a few mpg less than the 1.6NA.
