Your cheapest fix is to buy an engine rebuild gasket set.
You'll also need to buy a front main seal and a rear main seal since they
don't come with the kit.
Here is what seals to replace.
1) Front main behind the flywheel / flex plate. Alos the pilot bearing if
it's a standard.
2) Rear main seal behind the fan
3) Pushrod tube seals both sides.
4) Valve cover gaskets both sides.
5) Distributor drive O Ring.
6) Oil Cooler seals.
7) Oil fill tube seal at case.
7) Oil strainer plate seals and O ring.
8) Oil drain O ring seal.
You should remove the rocker arms and retorque the head / case bolts.
Retorque every other bolt you can find on the engine.
Clean the engine meticulously before it is re-installed in the van.
Replace all the Fuel Injection Hoses in the Engine Bay and coming into the
bay.
That's realy low compression on the cylinders.
I've got a very good engine ready to go at
http://www.engineceramics.com/vw/vwparts.htm , no core charge and about
$145.00 freight to either the east or West Coast. You can have it in before
Christmas.
