You don't need an 86+ IC to install the speed sensor. The VW speed sensor goes into the speedometer and does not connect electrically to the IC. All you need is a speedo with the small opening where the VSS screws in. I think even some 85 speedos had this. There is a little tab you need to break off to uncover the VSS opening. I can probably send a photo if that would help.
