As far as the locks go ... I had the same problem last winter (northern Maine). I used a syringe that came with a printer re-inking kit and squirted automatic transmission fluid on the mechanisms. It served to clean them up a bit ... lubricate them ... and, best of all, it doesn't freeze.

I didn't have a problem for the rest of the winter ... and no problems so far this winter, either. I haven't re-squirted them.
