On the 2.1L WBX the Idle Stabilizer Circuit ( Idle Stabilizer Valve and
the Idle Stabilizer Control ) in conjunction with the ECU apparently
controls mixture for cold starts and cold idle until warm up. Then the
Idle Stabilizer Valve is cut from the circuit and the engine idle speed
will drop to normal idle. If you disconnect the wire from the end of the
ISV, you can try a cold start to how a cold start without it works.
Poorly, mainly. You will have to manually with the gas pedal keep the
engine running above normal until the engine warms up, then it will idle
properly.
