In cleaning Heat Exchangers I just fill them with kerosene / gunk cleaner mix and let them leak out the solvent. I then run a garden hose into either end and just flush them really good. After they've heated a few times with the tubes disconnected they will loose the solvent smell and you can put your flapper boxes back on.
