Most hairline cracks in plastic can be repaired.
Here are my suggestions:
Let the part reach room temperature.
With a nice hot soldering iron (not a punkt small iron) lay some heat across
the hairline crack until the surface begins to melt and the plastic is
stringing to the iron.
Let the part cool and do the same to the opposite side of the part.
This should bring it back to useable condition.
I have your option as well http://www.engineceramics.com/vw/vwparts.htm
Complete tank with cap, water level meter sender, fill pipe and drain cap.

Subject: Where can I get a new cap for the water tank?
Hi. Itıs new yearıs eve in usually rainy Vancouver. We just returned from a
few daysı holidays on the Island with friends and family, and when we got
home thought it would be prudent to empty our water tank because it could
turn cold enough to freeze something any time now (or not... You never know
about winter in Vancouver). When putting the cap back on the outlet under
the tank (in front of the left rear tire) I think I may have turned it a bit
too far. There is a hairline crack in the cap now. Iım not going to test
it by refilling the tank for another couple of months, but just in case itıs
leaking when I do, Iım wondering if there is anyone out there who has had to
replace that cap, and if so, where did you find the replacement?
Happy New Year, everyone!
Katherine
