Been touched on many times including by a couple of mexican importers. The newer vans have never been type tested in the use for NHTSA requirements of crash testing. They also without changes do not meet over 20 requirement items on the checklists to even get considered for testing. Then the air tests. They do meet the minimum federal standard however that standard wouldn¹t pass in over half of the states in the US or Canada.

Importer I used to work with used to laugh when he got calls to see if he could bring one in. was even approached about a reVIN for a sum of cash. That one he didn¹t laugh about and reported it to the proper channels.

He did look into bringing in a "kit" to convert older buses but there was way to much work to be done on the vehicles. The "kit" approach would be legal and does get around a lot of rules in some states if that state allows it to be kept at its original registration. Some do not.
