Two reasons. One is the moisture under the bra issue and the other is that the bra moves around a lot and can actually rub the paint off in spots. A good heavy layer of a slippery wax protects against both.

I have seen alcohol and weak bleach solutions and weak vinegar solutions recommended for the mildew but in the heavy damp I suspect none are going to be very effective.
