I have always recommended a thick wax job under bra of any size and even
small ones.  Two reasons.  One is the moisture under the bra issue and the
other is that the bra moves around a lot and can actually rub the paint off
in spots.  A good heavy layer of a slippery wax protects against both.

I have seen alcohol and weak bleach solutions and weak vinegar solutions
recommended for the mildew but in the heavy damp I suspect none are going to
be very effective.
