Hi Jim, Between the flanges? Not sure why they would be there. Depending on the bolt length and if you got a replacement converter with the oblong holes, you should only need to use (maybe) a washer under the bolt head and a lock-washer under the nut. Trying to be perfect, I usually install one flat washer under the bolt head, and then one flat washer, one lock-washer (split style) under the nut. Sometimes the arrangement only allows for the lock-washer and nut.
