It sounds like you went to a propane vehicle refueling only station instead of a household type station. I see a growing number of new propane vehicle refueling stations in my travels. I don't know why or how the gaz they sell would be different and I have never tried to get my Westy tanks filled at one. Propane is cheaper there than here while gasoline costs more there. I guess this explains a growing propane powered vehicle fleet and new filling stations to service them.

Millions of Mexican households and restaurants rely on propane for cooking. You can get propane everywhere. They have fueling trucks, delivery service, tank exchanges, whatever you can imagine. I can even get propane fills at my place in a remote hamlet in Baja if I am down there when the propane truck comes around.

10,000 RVs descend on Mazatlan each winter. I'm sure there are multiple places that can fill Westy tanks. Yes, the older household filling stations have dirt lots and huge above ground tanks.
