probably thermostat - failed open. might try blocking part of radiator area to increase temp. i assume engine really is running cold, and this isn't a misdiagnosed problem.

beck arnley makes a line of high quality themostats engineered to fail open, which is obviously way better than the alternative, and it might be worth giving them a call for a replacement. i ahve no clue whether they carry the right part for our vans, but if you find out anything, please let us know.
